In light of the horaos of the Rebbe, MH"M, to make a campaign to check tefillin and mezuzos and also to arrange mivtza shofar, Chabad Houses around the world are putting great energies into these two projects. Among other things they are arranging visits to Jewish schools, old age homes and army bases in Israel. They are also advertising that Tefillin and Mezuzos can be dropped off at the Chabad House for inspection by a sofer.
The hora'ah of the Rebbe is to check the tefillin if they have not been checked in the past 12 months, preferably during Chodesh Elul.
